Introduction
This training circular, Civil Preparation of the Battlefield, is designed to provide the analytical framework and process that Civil Affairs (CA) formations and staffs execute in support of Civil Affairs operations (CAO) and as part of the intelligence, targeting, operations, and planning processes.
The overall purpose of this training circular is to introduce civil preparation of the battlefield (CPB) as a process that enables CAO, complements targeting, and supplements intelligence preparation of the battlefield (IPB). This training circular defines the steps of CPB and integrates the CPB process with IPB to provide commanders a comprehensive understanding of the civil considerations within the operational environment (OE).
