The potential for hostile activities directed against U.S. citizens and interests worldwide continues to be a serious threat. To counter this threat, the U.S. government implemented a number of measures to enhance the ability of the nation to deter, prevent, respond to, and recover from extremist activities within the United States, its territories, and its possessions. The establishment of the WMD–civil support team program is one of the measures implemented to support the defense of the homeland.
