ATP 3-57.70 Civil-Military Operations Center provides techniques for Civil Affairs operations (CAO) planning, training, and execution of doctrinal guidance for commanders and their staff and for leaders who are responsible for establishing a civil-military operations center (CMOC) to conduct CAO. This manual portrays a framework in which a CMOC supports commands from the tactical to strategic level.
